An implicit choice is one in which the paraphenalia (“tools” [note quotes, which indicate a figure of speech in this case]) involved in choosing are not all explicit (separately manifest).  This means, for example, that a single verb, for example, the verb “run,” can communicate both the plan to run and the plan to refrain from running.
